The short story is that these are not for women with sturdy thighs and an hourglass shape.
I originally bought the size indicated by the size chart. The waist fit perfectly, the hips & butt were a tiny bit tight, but the thighs were way too tight. I exchanged for the next size up. The thighs are now a little tighter than I like but marginally acceptable, but now the waist is way too big.
I like the style of these pants, but the very tight thighs ruin it for me. It feels like the pants are being held up by the thighs. I would return them as not being excellent enough, but I took the tags off too soon.
