The whole shortcoming observed over the last 8 years in seeing this standard practiced as apparently intended is because practitioners did not believe you have to consider and subjectively quantify every notable financial statement risk in order to find out whether activity and ending balances are fairly stated. The presenters were learned men but they did not present an air tight, logical, easy to understand explanation as to why every notable risk must be addressed and quantified in planning steps before you can conclude whether ending balances are fairly stated. Most CPAs are intelligent analysts who know that if one set of facts is true, then other assertions must be true. The risk assessment standards are potentially endless in their critique potential that comes from from peer reviewers. To comply drives audit costs way up, especially for smaller entities. CPAs want to know where to stop their documentation and why steps are necessary once they know how to find balances and activity as fairly stated.
